Pre-qualifications and panels
NRA’s ongoing success is recognised by the pre-qualifications and panels that NRA serves on.
Defence Environment and Heritage Panel (DEHP) 2014 – 2017
Having worked on Defence projects since 1995, NRA has developed a sound understanding of the operational and environmental compliance requirements of Defence. NRA provided project management services to Defence NQ for 1996/97 and 1998/99, successfully served on the first DEHP as a founding partner of a consortium and provided the role of regional co-ordinator. NRA was successful in becoming a member of the DEHP (2009-2014), in its own right and as the lead consultant. Recently, NRA was appointed to the Defence Environment and Heritage Panel (DEHP) (2014-2017) for the following categories:
- Biodiversity, Landscape Management, Environmental Impact Assessment and Bushfire Preparedness Planning
- Biodiversity and Landscape Management
- Environmental Impact Assessment
- Environmental Management Systems (EMS)
- Natural Heritage Assessment and Management
NRA has remained an independent consultancy and because the same senior NRA consultants remain involved, we can offer continuity built on an experienced team. Through our longevity of service, accredited quality systems and reputation, NRA has been able to provide Defence a focussed, quality and reliable service.
NRA has extensive and diverse natural heritage experience gained through projects across a variety of development types in north Queensland. The most significant heritage areas in north Queensland are the Great Barrier Reef (GBR) and Wet Tropics (WT), both of which are listed as National Heritage and World Heritage places. NRA has been involved with numerous projects in or near World Heritage Areas (WHA), which have required the assessment of project impacts on Natural Heritage values. Of particular relevance are the Tully Training Area (Commonwealth Heritage Place, in the WTWHA), Cowley Beach Training Area (Register of the National Estate, in the WTWHA and adjoining the GBRWHA), Halifax Bay Defence Practice Area (in the GBRWHA) and Shoalwater Bay Military Training Area (Commonwealth Heritage Place, in the GBRWHA). Also of relevance is the fact that NRA has undertaken many projects for Wet Tropics Management Authority, Queensland National Parks and Wildlife Service for properties in the WTWHA and involvement with environmental management (since 1984) for Cape Flattery Silica Mine (in the highly sensitive Cape Flattery Dunes - Register of the National Estate, and activities in the GBRWHA).
Ergon Energy Preferred Contractor Panel No PCP 102
Ergon Energy Preferred Contractor Panel No PCP 102 for Environmental and Cultural Heritage Consultancy Services (Biosecurity, Coastal Protection, Marine, Flora & Fauna and Vegetation). The panel term is July 2013 to July 2015.
Local Buy Environmental Consultancy Services Contract (BUS 225-1211)
Local Buy’s Environmental Consultancy Services Contract (BUS 225-1211) for the following categories: waste management, water and sewage, land services, water quality and the new flying fox roost management category. Local Buy is the Local Government Association of Queensland procurement services company. A contract established with Local Buy enables councils and government entities to purchase goods and services from Local Buy contractors without the need to seek tenders.
Department of the Environment – Preferred Supplier (through the DEHP)
The Department of the Environment requested participation in using the DEHP with the view that they may require potential services from companies on the DEHP such as NRA.
Queensland Department of Housing and Public Works Engineering Consultants Scheme
NRA was selected as a scheme member in March 2015 for the ‘Environmental design and engineering’ category (air, soil, water, flora and fauna) and the ‘Other specialist’ category (GIS specialists).
Queensland Department of Science, Information Technology, Innovation and the Arts Standing Offer Arrangement for the Provision of Natural Resource Sciences and Engineering Goods and Services
NRA was appointed to this Standing Offer Arrangement for Category 6 (aquatic, riparian, floodplain and groundwater ecology services; impact assessments; restoration projects; environmental monitoring) and Category 8 (soil and land resource assessment and analysis). The term of the arrangement is three years from December 2014 with the possibility of extension.
DIPPSA001 Preferred Supplier Arrangement
NRA was registered on the Department of State Development, Infrastructure and Planning’s pre-qualification system for DIPPSA001 Preferred Supplier Arrangement categories (‘Level 3 - Industry Best Practice’). PCQ registration is no longer necessary as of December 2013.
Rio Tinto Alcan - Weipa Preferred Supplier
NRA has been a preferred supplier to Rio Tinto Alcan – Weipa since 2010.
Department of Transport and Main Roads Environmental and Cultural Heritage Services Panel
NRA was a preferred supplier on the Department of Main Roads Environmental Services Panel established in 2007. NRA was appointed to the Standing Offer Agreement for the Provision of Environmental and Cultural Heritage Services for TMR State-wide in April 2014.
Mareeba Shire Council Water and Wastewater Group
NRA is a pre-qualified supplier for the Mareeba Shire Council Water and Wastewater Group. The term of the pre-qualification is June 2014 to June 2016.
The NRA Team
Our staff selection process ensures that the NRA team comprises only highly qualified scientists, project managers and consultants. Their practical experience and comprehensive knowledge of Government regulations and guidelines, together with a holistic approach to problem solving, ensures that environmental plans and strategies are designed and developed for specific applications.
NRA’s team of professionals have qualifications ranging from Bachelor, Master and Doctorate degrees in Environmental Science, Applied Science, Ecology and Agricultural Science. NRA staff members are highly trained and certified by a number of environmental institutions and professional agencies such as:
- Certified Environmental Practitioners (CEnvP)
- Certified Professional in Erosion and Sediment Control (CPESC)
- Certified Environmental Auditors (Exemplar Global)
- Australian River Assessment System (AUSRIVAS).
NRA holds permits to undertake the following work:
- Scientific Purposes Permits for nominated National Parks and non-protected areas State-wide (flora and fauna)
- General Fisheries Permit
- Animal Ethics and Scientific Use Permit
